The European Commission’s Directorate-General for Energy (DG ENER) and VITO have published Specification and design criteria for Local Flexibility Markets, a study intended to serve as a reference framework for Member States designing local flexibility markets pending finalisation of the Network Code on Demand Response. The report, published on 27 February 2026, includes STREAM’s Slovenian pilot among the European local flexibility market cases it reviews (page 199).
The Slovenian chapter covers Elektro Primorska’s pilot in the Ajdovščina industrial park, comprising around 340 industrial and commercial buildings connected to the DSO’s network in the country’s south-west. The pilot is developed within STREAM and centres on two tools: sGRID, which increases grid observability for the DSO, and sMART, the flexibility trading platform built on that observability.
According to the report, the market design combines a short-term and a long-term active power product, with the long-term product carrying an obligation to bid into the short-term market. According to the pilot’s ID card, the service targets congestion management on the 0.4–20 kV network, with clearing through a closed gate auction and ex-ante product qualification. The pilot’s market test date is still to be determined.
The same chapter also profiles Elektro Ljubljana’s separate flexibility market, “PROŽNOST,” which has been operational since 2023, giving Slovenia two distinct case studies in the report.
