A new article on Enlit World looks at what it actually takes to move local flexibility markets from pilot to permanent practice, drawing on STREAM’s work across Slovenia, Finland, Italy and Spain.
The article finds that DSOs across all four countries face the same core barriers: no clear mandate to procure flexibility, no cost recovery that treats grid reinforcement and flexibility equally, and no agreed coordination rules between distribution and transmission levels.
The countries differ in maturity, Slovenia still needs the legal mandate that Spain is now putting into practice, while Finland and Italy show what happens once a mandate exists but the economics or permanence of the framework still lag behind.
